# Public-sector AI decision support

Public decisions must survive more than a model score. 3Dogs structures the question, makes criteria and tradeoffs explicit, challenges the recommendation, preserves dissent, and produces a record a human decision-maker can examine.

## A ranking is not enough

Infrastructure, road safety, food access and capital planning combine incomplete data, legal constraints, geographic equity, operational capacity, urgency and political scrutiny. The job is not to hide disagreement inside a single number. It is to expose how the recommendation changes when assumptions, weights or evidence change.

1. **Criteria before conclusions:** define the decision, authority, mandatory constraints, evidence threshold and evaluation criteria before models see a preferred answer.
2. **Challenge before approval:** test alternatives, counterfactuals, missing communities, sensitivity to weights and evidence that could reverse the ordering.
3. **Record after synthesis:** preserve sources, assumptions, unresolved questions, minority positions and the named human approval boundary.

**DOT safety prioritization — simulated decision process.** The case demonstrates how a transportation agency could prioritize safety investments under budget and evidence constraints. It is not an agency deployment or validated safety outcome.

## Procurement and deployment

A public-sector engagement should identify the authority, records requirements, accessibility target, security boundary, retention schedule, data sources, review roles and required procurement evidence.

- 3Dogs does not publicly claim current SOC 2, ISO 27001, FedRAMP, CMMC or HIPAA certification; absence of a public claim is not proof that no certification exists.
- In-perimeter or customer-cloud designs are options subject to validation; they do not convert into a 3Dogs certification.
- WCAG 2.2 AA is the target, but conformance must be assessed across the complete scoped process before it is claimed.
- Any uptime, incident-response, support, DPA, records or deletion commitment must appear in the signed agreement.

## Human authority

The responsible agency, official or board remains accountable for data quality, statutory duties, consultation, equity analysis, professional review and the final decision. 3Dogs output is decision support and may be wrong, incomplete or unsuitable for a particular jurisdiction.
